In accordance with article L712-3 of the Education Code, article 6 of the statutes of the Toulouse School of Economics and Quantitative Social Sciences and article 5 of the internal regulations of the Toulouse School of Economics and Quantitative Social Sciences, four external personalities must be elected, after a public call for candidates made by the director in office, by all seven newly elected members of the board of directors, the four members by right and the four members designated by the Fondation Jean Jacques Laffont.
These four external personalities must be:
- two researchers or teacher-researchers, French or foreign
- two personalities representing the economic and social world or public affairs.

- A letter summarising the candidate's experience and interests and specifying the category under which the application is made
- A curriculum vitae
- Proof of membership in that category
The parity between men and women among the eight external personalities who are to sit on the board of directors being required by the education code, this criterion will be taken into account in the final designation of the selected personalities.
